Appendix 7 Internal Verification Policy and Procedure

1. Purpose

The purpose of this policy is to ensure that internal assessment decisions are valid, reliable, fair, and consistent across all QUALIFICATIONS SCOTLAND programmes delivered by the International College, Siam University.

This procedure ensures that internal verification activities are documented, monitored, and reviewed in accordance with the requirements of the QUALIFICATIONS SCOTLAND (QUALIFICATIONS SCOTLAND).

2. Scope

This policy applies to all programmes delivered under the authority of the QUALIFICATIONS SCOTLAND, including:

  • Higher National Certificates (ADVANCED CERTIFICATE)
  • Higher National Diplomas (ADVANCED DIPLOMA)

It applies to:

  • assessors
  • internal verifiers
  • Programme leader/Academic quality manager
  • the QUALIFICATIONS SCOTLAND coordinator

3. Principles of Internal Verification

Internal verification ensures that:

  • assessments meet QUALIFICATIONS SCOTLAND standards
  • assessment decisions are consistent and fair
  • assessment evidence is valid and sufficient
  • the integrity of QUALIFICATIONS SCOTLAND qualifications is maintained.

Internal verification will occur at three key stages:

  1. Before Assessment
  2. During Assessment
  3. After Assessment

4. Roles and Responsibilities

Assessors Design and conduct assessments according to QUALIFICATIONS SCOTLAND standards
Internal Verifiers Monitor and verify assessment practices and decisions
Programme Quality/Academic Leader/Manager Coordinate internal verification activities
QUALIFICATIONS SCOTLAND Coordinator Ensure compliance with QUALIFICATIONS SCOTLAND quality assurance requirements

5. Internal Verification Process

Stage 1 – Before Assessment (Assessment Planning)

Before assessments are delivered, the Internal Verifier will review:

  • assessment instruments and tasks
  • assessment criteria and marking schemes
  • alignment with QUALIFICATIONS SCOTLAND unit specifications
  • clarity of assessment instructions

The purpose of this stage is to ensure that assessments are valid, fair, and aligned with learning outcomes.

Documentation at this stage may include:

  • assessment approval forms
  • assessment briefs
  • internal verification planning records

No assessment will be issued to candidates until it has been approved by the Internal Verifier.

Stage 2 – During Assessment (Monitoring and Sampling)

During the assessment process, the Internal Verifier will monitor assessment practices to ensure consistency and fairness.

Sampling Strategy

Internal verification will use a representative sampling approach, considering:

  • different assessors
  • different units and assessment methods
  • a range of candidate performance levels (high, medium, low)

Typically, the sampling may include:

  • approximately 25–30% of candidate assessment evidence, or
  • a minimum of three samples per assessment, whichever is greater.

Sampling may include:

  • observation of assessment activities
  • review of candidate evidence
  • review of assessor feedback and marking decisions

Where inconsistencies are identified, the Internal Verifier will provide feedback and guidance to the assessor.

Stage 3 – After Assessment (Verification of Decisions)

After the assessment has been completed, the Internal Verifier will review:

  • assessment decisions made by assessors
  • candidate evidence and feedback
  • completeness of assessment documentation
  • compliance with QUALIFICATIONS SCOTLAND standards

If discrepancies are identified:

  • the Internal Verifier may request reassessment or remarking
  • corrective actions will be documented and implemented.

6. Standardization Activities

To ensure consistent assessment practices, the center will conduct:

  • regular standardization meetings among assessors
  • review of assessment practices
  • sharing of good practice

These meetings will help maintain a consistent interpretation of the QUALIFICATIONS SCOTLAND assessment standards.

7. Documentation and Record Keeping

The center will maintain records of:

  • internal verification plans
  • sampling records
  • verification feedback reports
  • assessor responses and corrective actions

These records will be retained for quality assurance and external verification purposes.

8. Monitoring and Review

Internal verification activities will be monitored through:

  • programme quality assurance processes
  • annual programme reviews
  • external verification by the QUALIFICATIONS SCOTLAND.

This policy will be reviewed annually to ensure continued compliance with QUALIFICATIONS SCOTLAND requirements.
